Meet Our Team
Tracey Martin,CPM, ARM
Regional Property Manager
Tracey joined the Rachuba organization in 2008. She has over 29 years' experience in the multifamily industry serving in various positions.  She is currently the Manager for Piney Ridge Apartments and the Regional Manager for Rachuba Management.  Tracey holds two designations through Institute of Real Estate Management, Accredited Residential Manager (ARM)  and Certified Property Manager (CPM).  She is passionate about education and serves on the education committee for the Maryland Multi-Housing Association.  Family is extremely important to her and she is most proud of her three amazing children that she raised as a single parent.  She enjoys relaxing trips to the beach and is looking forward to traveling and exploring new places.

Stacey Liberto
Leasing Manager
Stacey joined the Rachuba organization in 2012. Her career started as a part-time leasing agent. She has 10 years of experience in the multifamily industry. She is currently the Community Manager for Prospect Hall Apartments and holds three industry designations: NALP (National Apartment Leasing Professional, currently known as CALP) through the National Apartment Association, ARM (Accredited Residential Manager®) certification through the Institute of Real Estate Management, and a Maryland REALTOR® license. She enjoys spending time with family, hosting family dinners, beach vacations, and creative projects where she can bring new life to old things.
Alison Martin
Resident Success Coordinator
Alison has been a member of the Rachuba organization since 2008.  She is currently the Resident Success Coordinator at Prospect Hall Apartments in Frederick, MD.  Alison holds the industry designation of NALP (National Apartment Leasing Professional, currently known as CALP). She spent 10 years in the Army National Guard as a Transportation Officer.  When not working you can find her boarding a plane, train, bus, or automobile for a new travel adventure.
Kim Schafferman
Resident Success Coordinator
Kim joined the Rachuba organization in September 2010. Her career started as a full-time leasing agent at Chadwick Manor Townhomes in Woodlawn, Maryland. She has 27 years of experience in the multifamily industry. She is currently a Resident Success Coordinator for Prospect Hall Apartments located in Frederick, Maryland. She holds one industry designation: NALP (National Apartment Leasing Professional, currently known as CALP) through National Apartment Association. She loves spending time with her family, especially her granddaughter Elliana. She is also a big animal lover. She has two pets Hunter (Rescue Dog,) and a Cat, Raven. Her dream would be to win the Lottery and adopt every pet she could and give them a forever home.
Maintenance Team
Joe Ebberts,CAMT
Regional Service Manager
Joe is the Maintenance Supervisor at Piney Ridge and has been with the team for the past five years. Prior to Piney Ridge, Joe worked for Rachuba Management at Chadwick Manor, also for five years. He is a Certified Apartment Maintenance Technician (CAMT) and is happiest when he’s cooking on his grill.

Bill Whitehead
Service Manager

Bill came to work for Rachuba Management 14 years ago. He is the Service Manager at Prospect Hall Apartments. Bill holds his Certified Apartment Maintenance Technician (CAMT) designation which is accredited by the American National Standards Institute (ANSI).  He is proud that his team was able to win MMHA’s Service Team of the Year two times under his management. He enjoys spending time with his family and hosting cookouts.  He is most proud of his four boys.
Shawn Lee
Maintenance Technician
Shawn joined Rachuba’s maintenance team in 2011 as a maintenance technician. He currently works at Prospect Hall Apartments.  He enjoys completing tasks with his hands and doing a great job that helps others. Shawn currently holds three certifications: Certified Apartment Maintenance Technician (CAMT), accredited by the American National Standards Institute (ANSI), a Chlorofluorocarbon (CFC) certification to be able to work on HVAC systems, and CDL certified.  He enjoys sports, weightlifting, bike riding, and watching movies when he’s not working at Prospect Hall.
Mahoney
Maintenance Technician
Mahoney has been with Rachuba since 2008 when he began with the Rachuba Home Builders division. In 2010, Mahoney officially joined the property management side of the Rachuba business as a maintenance technician. At Prospect Hall Apartments, Mahoney completes residents’ maintenance needs in their homes. He is also responsible for the complex’s overall appearance—such as snow removal in the winter and tending to the grounds—as well as ensuring all functions of the Prospect Hall property are in A+ condition. In addition to his maintenance skills, Mahoney has also been a carpenter for 38 years. Family is everything to Mahoney. When he’s not working you can find him out and about—meeting new people at Bingo and other social events!
Ken Crow
Maintenance Technician
Ken joined the Rachuba team in 2010 when the company took over management of the property where he was previously employed. As a Maintenance Technician, he ensures repairs in the apartments are completed accurately and efficiently. He holds credentials from the National Apartment Association with a Certificate for Apartment Maintenance Technicians (CAMT), a Chlorofluorocarbon (CFC) certification to be able to work on HVAC systems, a Maryland Apprentice Plumber Gas Fitter certification, and a Maryland HVAC certification.  When he’s not on-site at Prospect Hall Apartments, Ken enjoys riding his motorcycle, checking out classic cars, and spending time with his family and grandchildren
